Meeting with ANITEC-ASSINFORM
December 2023, Italy

Dash Kiridena, founder & CEO of CODICE, held a pivotal meeting with ANITEC-ASSINFORM – Associazione italiana per Information Communication Technology-Assinform VP Massimo Dal Checco, alongside the DC Chamber of Commerce. This marks a step towards solidifying US-Italy business relations, opening doors to new collaborative ventures and opportunities.

Moved to our new office

CODICE moved to our new offices at 1101 Vermont Avenue the day before Mayor Bowser ordered all non-essential businesses to close on March 25, 2020. Given the Mayor’s order, we adapted and moved all our business operations to 100% remote operations to meet the new normal. We moved personnel from four offices in DC to remote operations and have created a highly versatile remote workforce able to meet all 21st-century technology and workforce needs.

In order to meet the demands of our operations, the head office following the DC government reopening plan, returned to our head offices on August 11, 2021, to serve our clients and our staff. A shout-out goes to our head office staff for being 100% vaccinated to protect themselves and their colleagues!

Founder and PresidentDash Kiridena

Dash has over 20 years’ experience leading large technology and operational projects in the healthcare and government services industries. Prior to founding CODICE, he served as the Director of Medicaid Recovery at the District of Columbia (D.C) Public Schools and held successive financial and operational roles in the D.C. government. Dash has an MBA from Johns Hopkins University and a BA in Economics from Clarion University of Pennsylvania.

Financial ControllerEmmash Sudusinghe

Emmash Sudusinghe is the Financial Controller for CODICE. He is a Certified Public Accountant (CPA) and Certified Management Accountant (CMA). He is a result driven member of our leadership team responsible for budgeting, accounting, financial analysis and financial forecasting. He is responsible for managing and overseeing the financial department for CODICE ensuring internal and project-based controls, Budget Management, Reimbursement Systems, and Compliance.

Emmash has a Master’s degree in Finance from American University and Bachelor of Science in Accounting from the University of Maryland, Eastern Shore. Emmash plays an integral role in negotiating contracts with government agencies as well as private sector clients for CODICE. He also serves as CODICE’s custodian for all contractual and legal documents. He also assists in reporting CBE and First Source compliance for all CODICE contracts and solicitations.

VP for Business Development and Human CapitalAshanthi Kiridena

Ashanthi Kiridena serves as the VP for Business Development and Human Capital at CODICE. With over thirty years of administrative and management experience, she possesses a deep understanding of strategy, marketing, project planning, implementation, and business development. She has led numerous teams that expanded into new market segments and negotiated partnerships on behalf of CODICE.

She has developed corporate compliance policies and procedures, including standard operating procedures and human resources policies, and provided employee training on compliance. She is currently responsible for overseeing CBE and First Source compliance for all CODICE contracts.

In the health and human services sector, she has supervised programs related to congregate and supportive housing, such as senior housing, transitional housing, housing for persons with disabilities, nursing home transitions, ADA compliance, home modifications, and more. Kiridena is a strong advocate for affordable and accessible housing, and has worked on finding housing solutions for individuals and families within the 35% AMI. She has collaborated with brokers, realtors, developers, contractors, and clinicians to ensure individuals live in the least restrictive housing setting with the use of AI and Assistive technology. Her experience in the human services sector is an asset to the team for congregate and supportive housing.

Chief Information Officer (CIO)Sully Ayubi

Sully Ayubi has more than 20 years of comprehensive IT experience that has included the delivery of innovative, enterprise-level solutions across multiple industries, including in the nonprofit, healthcare, corporate finance, research, and Big 4 consulting sectors.

Recently, Sully led multiple projects for the National Academies of Sciences, Engineering, and Medicine where he provided oversight of IT managed services for the Transportation Research Board’s enterprise systems, custom web applications, content management systems, vendors, and physical and virtual infrastructure. He is a George Mason Patriot with a B.S. in Information Technology and M.S. in Technology Management.

Senior Vice President of Engineering for Software Development Hiranya Samarasekera

Hiranya Samarasekera is the Senior Vice President of Engineering for Software Development. He has over 20 years of experience in the IT industry, and has previously served as the Principal Advisor to the Ministry of Technology Sri Lanka, the CTO to the government of Sri Lanka, and as a VP of Engineering at Sysco LABS, which is a Sysco Corporation (NYSE:SSY)..

Hiranya is a graduate from the Edith Cowan University (Australia) with a B.Sc. in Computer Science and Software Engineering, and holds an MBA from the same university. He is currently a PhD Student at the University of Oslo, Norway researching on Information Systems and Digital Public Goods (DPGs), and also working on his Master’s in Public Policy at the O. P. Jindal Global University, India. He is passionate about Public Policy, and Digital Public Goods. He is a certified Project Management Professional (PMP) and a Certified Scrum Product Owner (CSPO) of the Scrum Alliance.

Chief Information OfficerJayanth Kumar

Jayanth Kumar is a visionary and a goal-oriented IT Senior Executive with 20 Years of experience in Retail, Healthcare, Finance, and Government Administration. He is a result-oriented global leader in technology, operations, and people management with the “drive” and “result driven” attitude that promotes successful completion of large complex enterprise programs and projects to facilitate organizational growth.

Jayanth is currently the CIO  at CODICE and leads the IT Division by setting objectives and strategies for the future, he also leads the development team by demonstrating experience in planning, developing, and implementing cutting-edge information technology solutions to address our client needs. He is outstanding in adapting suitable technologies to streamline all internal and external operations to help optimize CODICE’s strategic benefits. He specializes in solution architecture, application development & database design. He has developed strategic plans for the implementation and operation of client services, product support, Quality assurance, and training. His Initiative to enforce strict budget controls addressing the company’s need and promotion of growth has been outstanding.

Operations ManagerAlex Peralta

Alex brings 20 years of experience managing healthcare operations and large-scale health IT development projects to the Codice family. With a background in project management and information technology, Alex has experience implementing Medicaid Management Information Systems (MMIS), pharmacy point of sale (POS) systems, non-emergency transportation programs. In addition, he brings hands-on experience managing operations for Medicaid programs and Managed Care Organizations. Alex has served as a senior consultant for state Medicaid programs providing strategic planning, business process reengineering, and organizational change management services. With his long history supporting public health organizations, Alex is a welcomed addition to the Codice family serving as our Operations Manager and helping expand our healthcare services business.
